The history and background
College of Teacher Education, Phranakhon Rajabhat Universityis the Cultural Support Department of Thai Cultural Promotion Center, Religious Affairs, Ministry of Education since B.E. 1978. Later, the government had established the Office of the National Culture Commission therefore theCultural Support Department had been raised as Cultural Center for College of Teacher Education, Phranakhon Rajabhat University for the Department of Teacher Education.
College of Teacher Education Phranakhon Rajabhat Universityhas critical mission to maintain and promote Thai religion, arts and cultures and arts and called " Arts and Cultural Center of College of Teacher Education, Phranakhon Rajabhat University" that responsible for promotional operation for Thai religion. Arts and cultures under the main policy from the Department of Teacher Education and the Office of the National Culture Commission, the Arts and Cultural center of College of Teacher Education, Phranakhon Rajabhat Universitywas established under the College of Teacher Education Act until the College of Teacher Education had been changed to be the Rajabhat institution in B.E. 1995. The Arts and Cultural center was the department under the Rajabhat institution Act until B.E.1999 , the department had been announced by the Government Gazette for the Office of Arts and Culture as the department with the main mission to maintain Thai Arts and Cultures under the role and mission of the educational development plan phase 8-9 of the office of Rajabhat Institutions that promote the preservation of arts and cultures both in term of wisdom, intellectual , nature, environment and Thai way of life as well as the promotion of thinking. Perception and expression of system, meaning, value that lead to the selection and decision-making including the creation of a new culture that suit with Thai way of life and appropriate to the Thai social crisis by integration the preservation process of arts and culture that consist with cultural learning activities and educational process.
The office of Arts and Culture of College of Teacher Education, Phranakhon Rajabhat Universityis important department that can promote the quality of personnel to understand the role of culture in term of identity, community and local and adapt with the current Thai way of life to promote the mental quality to recognize the moral and pride in Thai arts and cultures that has been transferred from ancestors to descendants and ongoing development.
Teacher College Act, 1975
Later, the announcement of Teacher College Act, 1975 that has officially segmented the government agencies (unit) under the law enforcement. In section 7 mentioned each Teacher College has segmented government agencies as follows:
1. Office of the Rector
2. The Faculty
The Office of the Rectorcan be divided into department and Faculty, therefore under the section 8 of Teacher College Act, segmented the government agencies under Section 7 shall be set as announcement of Ministry of Education published in the Government Gazette. The Ministry of Education has firstly announced The Segmentation of Government agencies within Phranakhon Rajabhat University on announcement dated 9 July B.E. 1976 .
The Segmentation of government agencies under Teachers College Act ( Issued No. 2). From an announcement of The Ministry of Education has been enforced until 11 March B.E. 1987 and since March 12, B.E. 1987 has announced the new Segmentation of government agencies under Teachers College Act ( Issued No. 2) 1984. The Segmentation of government agencies under Teachers College Act by revision of Article 7 and using new Section 7 therefore each Teacher college will have Segmentation of government agencies as followed:
1. Office of the Rector
2. Faculty
3. Educational supportive Agencies
Segmentation Government under Section 7 in section 8 of such those Act shall be made as the announcement of Ministry of Education and announced in the Government gazette from the provision of those 2 lawsuits, the Ministry of Education has announced the cancellation of the old Segmentation of government agencies and issued the new Segmentation of government agencies on March 12, 1987 in Government gazette : special issued no. 104 section 73 on 17 April 1987 to segment the Government agencies of Phranakhon Rajabhat University as followed:
1. Office of the rector
2. Faculty of Education
3. Faculty of Industrial Education.
4. Faculty of Humanities and Social Sciences .
5. Faculty of Management Science
6. Faculty of Science and Technology.
7. Research and Educational services.
8. Cultural center
9. Office of Student Affairs

11. Office of Aeronautics
The announcement of the Rajabhat Institute Act 1995 , as shown in the Government gazette issued 112 section 4 on dated 24 January 1995 stating that the segmentation of government agencies as followed:
1. The office of rector
2. Graduated School.
3. The Faculty
4. The Research Department
5. The other Agencies those has the qualification that equivalent to the Faculty
From such messages, Cultural Center had been changed from the other Agencies those has the qualification that equivalent to Office of Aeronautics to be The other Agencies those has the qualification that equivalent to the Faculty but remain the same segmentation of government agencies under the announcement of segmentation of government agencies date March 12, 1987 , which remain enforced until 26 September 1999 .

The enforcement of Rajabhat Institute Act 1995 and the announcement of the Ministry of Education in term of the Segmentation government agencies within the Phranakhon Rajabhat University, Bangkok 1999 , announced on 27 September 1999 in Government Gazette Volume 116 , Special section 79 , dated October 12, 1999 to segment the Government of the Rajabhat Phranakhon Institute to the main units as followed .

The segmentation of government agencies
The office of art Culture has been segmented the government agencies as followed:
1.0 Office of director : is responsible for supervision and implementation for the promotion and maintain the religion, art, culture and others under the policy of university. The office of director also responsible for the development of the personnel for having potential for dissemination and preservation in term of religion, art and culture as well as the academic service both inside and outside the university. The office also has cooperated with the organizing of Art and culture event and provide information technology data to other cultural network agencies and connected the cultural Events to be systematic by promoting the cultural tourism, conduct the internal quality assurance, response the government operational assessment under the official endorsement of the government section, provide the Office of Arts and Cultural Development Plan, gathered data for Office of Arts and Cultural Project Plan and Annual Budget, gathered data, summary, assessment and report the feedback of the Cultural Event . The Office of the Director has authorized these government sections to responsible and organized as well as related service as followed:
1.1 General Management : responsible for various kinds of functions such as the data archives management, policy coordination, policy planning, finance and Welfare, meeting and quality assurance .
1.2 Data and dissemination of arts and culture : responsible for management of cultural hall or Thai cultural center and tourism to be information center of cultural information technology .
1.3 Cultural Center : responsible for training in term of Art, culture and local wisdom conservation as well as promote and disseminate Art, Culture, Thai intellectual both and the development of art and culture standard as well.
1.4 The recycling center and bonsai : responsible for coordination and providing training courses and the development of document for dissemination the project.
1.5 Institute of pantomime: responsible for coordination, training, preparation of performance information, develop documents for dissemination the project.
